Many of America's central cities seem lost in a downward spiral of decay and death. New Skyscrapers may rise, but so does unemployment. The urban infrastructure groans with age and neglect. As government preoccupation with and spending for "national security" escalates the existential security of citizens in their own communities decline. Strategies will have to be directed toward systemic change in the political and economic spheres. Most social problems are simply not amenable to individual or private sector solutions.
